Building circularity in local governments – a case study of the Łódź region

The aim of this paper is to present an approach based on the assumption of circularity in the actions of local authorities through the lens of the households operating within them. Efforts in this area are also being undertaken at the European Union level by highlighting the productivity of resources within a given country. The dynamics of selective waste collection allow for the assessment of household awareness regarding circular approaches, as well as the evaluation of local authorities' effectiveness in promoting circularity through the analysis of indicators related to this issue. The study encompasses the Łódź Voivodeship, presenting the dynamics of selective waste collection from 2017 to 2023. Based on data from 2023, it was also possible to identify clusters formed by municipalities with high and low values of the analyzed indicator.
