Abstract

There is no doubt that the period of the COVID-19 pandemic forced rapid changes in the functioning of entire communities, which of course also translated into the functioning of the public administration itself. One of the areas more ‘sensitive’ to the above turbulences was the provision of public services, especially establishment services. The purpose of this study is to present a fragment above pandemic reality, namely – the effectiveness of the provision of educational services in the light of the opinions of the recipients of these services, i.e. pupils and students. These considerations will be preceded by introductory remarks of a general nature, referring to the issue of the effectiveness of law.
