Abstract

The competent body in matters of water management in the area of the voivodeship in accordance with the Act of 20 July 2017. Water law - is the voivode. The indicated act entrusted Voivods with a number of competencies related to water management. On the grounds of the PrWod Act of 2017. the voivode's competences can be divided into two main groups. The first group includes competences of the voivode related to the issuance of local law, while the second group includes consultative competence. The first group of competence of the voivode includes issuing local laws in the scope of: in case of introducing the state of natural disaster, in order to prevent the effects of flood or drought - introducing a temporary limitation in the use of water, in particular in the field of water abstraction or introduction of sewage into waters or into the ground; establishing protection zones for water intakes; establishing protection areas for inland water reservoirs; and in emergency situations, determining the size and time of use of each water; acceptance of water maintenance plans. The second group of competences of the voivode include, for example, giving an opinion on the draft preliminary assessment of the environmental status of marine waters, or agreeing on draft plans to counteract the effects of drought. Pursuant to the Act on Crisis Management, the voivode was equipped with crisis management in a number of competences and tasks consisting mainly in managing monitoring, planning and reacting as well as removing the consequences of threats in the area of the voivodship. Taking rational and adequate actions to the current situation by the voivode may contribute to reducing the negative effects of a crisis situation.The legal organization of water management in the area of the province in the field of crisis management has been comprehensively regulated. Provisions of statutory regulations impose a number of tasks on public administration bodies and grant them many competences to minimize the occurrence of crisis situations, and in the event of their occurrence, to minimize their negative effects.
