The paper analyses a problem of the most frequently used by the Prime Minister legal forms of action e.g. ordinances and regulations. The said legal acts allow the head of government to fulfil his or her functions and duties within the public administration system. The article examines the origins and qualities of ordinances. Subsequently legal and comparative analysis of the Prime Minister’s ordinances and regulations was conveyed, indicating similarities and differences between them. In conclusion, it was underlined that the head of government is first of all the executive of promulgated statues. The pace, time, and the quality of the implementation of a specific statue depend on his or her, who issues a particular executive legal act in the form of an ordinance or a regulation.
