E-services in selected gminas of Małopolska voivodeship

Abstract

The article discusses the issue of e-services used on the websites of selected gminas of the Małopolska voivodeship and presents the results and key findings of the study. Authors chose 30 gminas in the voivodeship (10 the richest, 10 moderately rich, 10 the poorest) and analyzed the content of their websites for electronic services for local residents and other interested persons. The analysis allowed to determine the degree of prevalence of nationwide e-services (BIP, ePUAP, geoportal) and to identify other services, less common in this type of websites (e.g. a conversation via Skype, reporting failures, communication via chat, contact form, profile in social network Facebook). The collected data were presented in tabular form and then were analyzed. Analysis of collected data allowed to draw general conclusion about the type and level of electronic services, which says that compulsory nationwide e-services (BIP, ePUAP) are available in all gminas, however, the level of other, additional e-services is very low. This conclusion confirms the similar opinions contained in the reports of the Ministry of Administration and Digitization, and the Supreme Chamber of Control. The study also provided information on what kind of e-services are used in the different gminas – this information can be helpful for local government in the modernization of their websites.
