Decentralization as the factor of sustainable development of rural areas in Ukraine

The basic results of research of objective necessity and essence of processes of decentralization, and also their substantiation and definicial determination as a key factor of the sustainable development of rural territories in Ukraine under conditions of taking place resource limitations are presented n this article. It is identified that decentralization practically means delegation of considerable powers and budgets from public organs to the organs of local self-government with that those organs which nearer to the people had as many as possible plenary powers, where such plenary powers can be realized most successfully. Principal reasons of low rates of realization of the proper administrative reform as well as necessary measures on its activation and increase of its effectiveness and efficiency are shown. The main results of realization of decentralization reform in Ukraine and in the Lviv area are resulted. The most perceptible result of reform as yet provides budgetary decentralization. Basic problems and barriers, braking motion of realization of decentralization administrative reform by the association of territories of rural communities are identified, among which are a financial-economical lack of independence of territorial communities, excessive concentration of imperious plenary powers in the central and local organs of executive power, narrow-mindedness of plenary powers and resources of local self-government, that is also related to absence of the proper understanding of necessity of the self-weighted introduction of foreign experience. A most problem in the process of decentralization and association of territorial communities is clear and exhaustive information absence for a population and self-government of territories which did not yet united. Not less troubles are delivered by the multilevel conflict of interests, as to incarnate in life decentralization reform exactly those people must at which plenary powers will most decrease – chairmen of village and settlement soviets.Downloads
