Abstract

The subject of the study is the study of the relationship between the process of incurring long-term financial obligations and development activity, which is reflected in budgetary expenditures for investment purposes. The analysis adopted a research thesis that the size and structure of investment activities is a causative factor for excessive indebtedness of the local government unit. This affects directly the broadly understood development of the urban unit. Municipal authorities and subordinated self-government administration play a special role in this respect, stimulating development processes and phenomena on a local scale. The main problem lies in the limited financial resources in relation to the scale of the needs of the municipal self-government. Voivodship cities that have very large communal assets and undertake a high investment effort to rebuild the city’s economy in order to improve the quality of life of residents and attract new investors are selected as the object of research interest. The procedure assumes that not every investment expenditure leads directly to the economic development of the local government unit. The starting point for the assessment of the city’s development will be used, among others data from reliable rankings of the examined cities. The sources of information will be materials from statistical information and financial and reporting documentation of the analyzed cities. An important feature of the study is a comparative method, allowing to determine the position of individual cities according to the adopted assessment criteria.
