The text is a description of the status of the commune secretary.Author described constitutional position of the commune secretary and presented, based on the constitutional position, the relations between the secretary and the commune authorities.The issue is considered on many levels, both in terms of internal and external relations.The status of the secretary is analyzed on the basis of legal acts, and presented the views presented in the doctrine and case law of common and administrative courts.
