Preparation of the national security management system – analysis of normative solutions

The purpose of this article is to analyze the cooperation between two executive authorities in ensuring national security, identify decision-making processes related to national security and analyze the normative solutions for the preparation of the national security management system, with a particular focus on the legislative process. The main research question is: Do current legal regulations allow public authorities to act efficiently and effectively in crisis situations and in management positions? Work on key legal acts, including the regulation of the Council of Ministers on the preparation of the national security management system, has been repeatedly postponed, while the regulation issued in 2025 basically duplicates the solutions contained in the 2004 regulation, which indicates a clear conceptual deficit and systemic difficulties in developing coherent and effective solutions enabling adequate response to contemporary threats to state security.
