Abstract

This article presents considerations regarding the Act of December 5, 2024, on Population Protection and Civil Defense, as a manifestation of changes in administrative law and public administration. This act is intended to protect the population of our country against various threats, both military and non-military in nature. It also responds to the increasingly real risk of armed conflict in which Poland may be involved.

Particular attention is paid to the following issues: the scope of application of the Act on Population Protection and Civil Defense, bodies and entities performing population protection and civil defense tasks, population protection resources, collective protection facilities, civil defense, and the financing of population protection and civil defense. The advantages and disadvantages of this new legal regulation are also identified.

The work utilizes the dogmatic method as the primary method, with historical and comparative methods as secondary methods.
