The new Public Procurement Law – challenges for authorities and contractors

Abstract

The article refers an analysis of changes in legal regulations in the field of public procurement law. The author presents the practical problems of applying the existing act and the legitimacy of changes in the principles and detailed regulations on the manner of conducting proceedings and concluding contracts. The article also addresses issues related to the principles of public procurement law and legal protection measures in the new public procurement law and electronic of communication in public procurement.
