Cooperating administration - financial and legal aspects

The subject of the essay are financial and legal aspects of cooperation of the public administration with external entities (including non-governmental organizations). The article mentions the issues connected with legal forms of financing this cooperation, including mainly subsidy donation rules, subjects entitled to control the way in which the subsidy is used and very controversial matters connected with judicial control in these types of cases and setting the scope of cognition between ordinary and administrative courts in cases of subsidy claims and cases of control of use of those subsidies. The goal of the consideration was to assess if and to what extent the current legal regulations and practice guarantee a correct i.e. in compliance with the law and optimal (substantively optimal, efficient and effective ) execution of public tasks by a so called “cooperating administration” i.e. of public administration in cooperation with external entities.
