License procedure for distribution of television programs – problem of relations between regulators

The article takes up the subject of the licensing procedure for distributing television programs. The matter under consideration will be the legal defects in the range of this procedure, related to the organs authorised to issue the license decisions. The main issue will be a critical judgement of the participation of three different organs in the procedure, which brings in the unnecessary chaos. Another issue considered will be the lack of legal regulation of mutual relations between regulating organs, that as well hinders the reconstruction of coherent model of licensing procedures. The aim of the consideration is to propose changes in order to allow the elimination of presented doubts.
