Abstract

The concept of merging services, inspections and guards under the authority of the mayor has been operating in the Polish legal system for many years. It was established to implement in a uniform manner the state policy in the field and to ensure the safety of citizens – members of local communities. This is a concept that in its original form assumed greater influence of the mayor on the functioning of services, inspections and guards; in the current legal state its sovereignty is limited. The aim of the article is therefore to evaluate the current regulations in terms of the validity of the continued functioning of this structure in its current form, the competence of the mayor and the effectiveness of the authorities in the performance of their tasks.
