Abstract

The aim of the paper is to indicate: • the essence of social consensus, • theoretical basis of its functioning and their evolution, • selected fields of a socio-economic life, where the consensus is realised, • conditions that are necessary to efficiently run the consensus. Hypothesis (in general understanding) adopted for the research: efficient creation of a structural order based on social consensus is conditioned by its relation to elements of the World Constitution. Conclusions drawn from the considerations: • social consensus – created by its evolution as a paradigm – is still a measure of human dignity, democracy and freedom, • reliability of social consensus’ functioning is induced by norms – elements of the World Constitution – concerning its objects, middlemen and addressees, • a guard of social consensus is the social layer – intelligence, • the state is responsible for conditions of social consensus’ functioning – in its all dimensions. Free market cannot replace the state in this responsibility.
