Abstract

Local development is a system of such changes that take place in a city, a rural or urban-rural commune or a delimited subregion. The purpose of the work is to identify priority development areas in the municipalities of the Podkarpackie Voivodeship. By realizing the goal, the inductive, deductive, synthesis and analysis methods were used. Using the data obtained in the survey among 160 offices of the Podkarpacie communes, it was found that in the organization which is the commune office, the introduction of entrepreneurial management seems necessary due to the common good of the inhabitants and the use of their potential. The premise for such action may be the identification of priorities for the development of municipalities. They included: infrastructure development, locating economic activity in the commune, and combating unemployment. The indication of the priority in the operation of municipalities is related to the orientation of their functioning in the entrepreneurial direction. Positive examples and effects of the entrepreneurs’ work allow us to indicate that the commune’s resources should be looked after, just like individual assets. This will allow for greater social and economic benefits. The adoption of an entrepreneurial direction in the administration of a commune will confirm the creative approach to the problem of change. They can also be described as an innovative way of operating the organization.
