Central register of voters as a possibility of introducing i-voting in Poland based on the 2023 amendment to the Electoral Code?

As a result of the amendment to the Electoral Code in January 2023, the Central Register of Voters was launched, containing data of all persons entitled to vote in the territory of the Republic of Poland. This tool is used, among other things, to prepare voter lists, determine the number of voters and verify whether a person has the right to vote. In this solution, some representatives of legal doctrine saw the possibility of introducing i-voting as an alternative voting method. However, from the perspective of the possibility of introducing electronic voting, it is also important for the legislator to express expressis verbis that the CRW confirms the right to vote. With this in mind, this publication considers whether such a possibility existed. For this purpose, the author used the formal-dogmatic and sociological methods, also using the comparative method.
