Abstract

The article deals with the role of state higher vocational schools in the local and regional environment. The legitimacy of the existence of public sector higher education in local and regional systems as well as in the whole higher education system seems to be significant due to the changes announced by the Ministry of Science and Higher Education in the new law. Universities are important for the economy as a whole. The role of higher education as a knowledge provider and “innovation producer” in the context of state higher education institutions seems to be a natural path of development. The search for the essence of the impact of state higher vocational schools on the multidimensional phenomenon of socio-economic development at the local and regional level requires selection of the direction of reflection. The most useful and important aspects of this impact from the point of view of the authors are the concept of a knowledge economy and the concept of human and social capital. All these concepts perfectly reflect the essence of the impact of state higher vocational schools at local and regional level, thus providing the basis for linking it with sustainability concepts. Using these concepts will allow authors to determine the impact of these intangible factors on local and regional sustainability. The aim of this paper is to carry out, on a theoretical level, research of the impact of higher education institutions on the sustainable development of local and regional systems by building human capital and social capital in a knowledge-based economy in regions prone to diffusion of innovation and learning regions. The work was created using research tools including desk research techniques, including analyses of national and foreign literature, as well as analysis of publications, reports, strategies related to the scope and topic of the article
