The purpose of this article is to demonstrate that the development of artificial intelligence (AI) will be rational and fair provided it is implemented by ethical creators who can foresee not only the positive but also the negative consequences of their own and others’ activities that ensure AI development. This article is an initial stage of research in this area and concerns the identification of the main conditions related to AI development.
For simplicity, it was assumed that the reference point would be the document constituting the policy for AI development in Poland from 2020. The holistic nature of this policy at the national level of abstraction, along with a model of the Polish AI ecosystem, required significant research rigor. Consequently, a context was established for citing sources of knowledge integrating the economic, political, social, and informational orders. The primary knowledge base in this article is the authors’ own research published between 2014 and 2024, taking into account their previous experiences with AI. A systematic analysis verifying the rationality and fairness of AI development was conducted across six areas of Polish AI development policy, with particular emphasis on identifying threats,
as well as six premises derived from the compendium of Social Doctrine of the Church and Nobel laureate Joseph E. Stiglitz’s three perspectives on the prosperity and public sector economics (i.e., market efficiency, market failure, and the context of efficiency vs. fairness).
The analysis yields two key conclusions, pointing to threats associated with the implementation of Polish AI development policy in two areas that link AI with society (1) and innovative companies (2), and several conclusions regarding the process of creating AI development (including AI policymakers and AI solution creators). This research is not complete and will be continued. The intention of this article is not to undermine the significant importance of AI development or to undermine the importance of policy for AI development, as these are vital contemporary issues.
