Collective civil protection facilities as a component of the state defense infrastructure -outline of the problem

The article presents a theoretical interpretation concerning the role and importance of the state's defense infrastructure in the era of real threats to Poland's military security. Particular attention was paid to the current interpretation and classification of components of the state's defense infrastructure that are important from the point of view of the security of the civilian population, such as collective protection facilities.
The article also attempts to diagnose the quantitative and qualitative condition of protective structures (shelters and hiding places) and temporary shelter sites in Poland. Examples of well-developed collective civil protection infrastructure from the Nordic countries were also indicated. The research results confirmed that an effective system of protective facilities needs to be restored in Poland.
