Abstract

The article presents the results of research conducted on selected aspects of the participatory budgeting processes in the Polish cities with county rights during the crisis caused by the 2022 war in neighboring Ukraine. The analysis primarily focused on the scope and circumstances in which local authorities used the option to suspend participatory budgeting processes and alter their funding levels in this situation. The research, based on the desk research method as well as an analysis of documents and media coverage, demonstrated the resilience of participatory budgeting processes during the crisis. It also allowed for the identification of factors contributing to the resilience of this institution of participatory democracy.
