To achieve the aim of the article - to indicate and characterize the attitudes of local leaders in municipalities (Polish, Slovenian and Italian) towards activities of pro-ecological importance - an attempt was made to determine: what prompts local government authorities to implement pro-ecological solutions? Do local government authorities undertake real vs. apparent pro-ecological activities? What is the strength of the influence of grassroots social movements and lobbyists on the local decision-making process in the context of environmental impact? How common is the sense of agency among local leaders in relation to pro-ecological activities at the municipal level and what factors determine this? Research shows that most local government officials adopt an attitude of indifference towards environmental and ecology issues.
