Abstract

Securing the rights of the party requires ensuring that it can actively participate in the administrative proceedings. The same obligation is imposed on the administration authority in the case of the absent party, for which the legislator orders the appointment of a legally designated representative whose task is primarily determining the place of stay of the party and representing its interests throughout the proceedings.
